With a view to the creation of a national qualification structure for vocational education, the desired improvement of the connection between education and the labor market, the desired improvement of the coordination between vocational education and education, and for a coherent decision-making in the field of education, the allocation of powers to the national government, to the municipalities, to the national bodies and to the institutions should be revised.
