- The Declaration is non-binding; it expresses shared political commitments and intent rather than legally enforceable obligations. - It is intended to “revitalize” the VET cooperation process under the Copenhagen process and update it for new challenges (pandemic recovery, green/digital transitions) Because it is broad and flexible, actual implementation can vary substantially by country, depending on national VET systems, capacities, priorities, funding, and stakeholder engagement. - It complements (and is aligned with) the Council Recommendation on VET for sustainable competitiveness, social fairness and resilience (adopted Nov 2020) and other EU skills / education strategies.
